Julien is a physician, entrepreneur, and venture investor with over 20 years of experience across clinical medicine, healthtech and biotech, and venture capital. He is the Founder & Managing Partner of Third Culture Capital (3CC), a Boston-based seed-stage venture fund that invests in unconventional founders reshaping care delivery at the intersection of healthcare, AI, and equity.

Prior to launching 3CC, Julien served as President & COO at Genprex (NASDAQ: GNPX), where he helped secure FDA Fast Track designation and led the companys IPO. Prior to that, he was a Co-Founder & Chief Medical Officer at RubiconMD, a pioneering eConsult platform, later acquired by Oak Street Health/CVS.

Earlier in his career, he practiced Nephrology and held faculty and innovation roles at Harvard-affiliated hospitals, including MassGeneral Brigham, where he founded RHINNO Labs to accelerate translational innovation.

Julien sits on multiple boards of healthcare organizations. He brings a global, systems-thinking perspective to healthcare innovation, bridging clinical insight with product strategy, go-to-market execution, and venture scalability. He is passionate about supporting founders who operate across disciplines and who are building the next generation of digital health, AI-biotech, and tech-enabled care platforms.
